The Directorate of Prevention of Food Adulteration was constituted by the Govt. of NCT of Delhi vide notification No. F. 4 (178-CC(V)dated 19-06-1978 and renamed as Department of Food Safety vide notification No. F7 (171) /2011/ Admn/PFA/ 13661-73 dated 21-03-2012. The erstwhile Prevention of Food Adulteration Act, 1954 and Rules, 1955 made thereunder have since been repealed and a new Act, namely, Food Safety and Standards Act 2006 and Rules/Regulations 2011 made thereunder have come into force w.e.f. 5th August, 2011 in the NCT of Delhi. The endeavor is to achieve an appropriate level of protection of the health of citizens by ensuring availability of safe and wholesome food for human consumption as per the Food Safety and Standards laid down under the Food Safety and Standards Act and Rules/Regulations made thereunder.
Food Analyst – Department Of Food Safety, NCT Delhi.
It is proposed to fill up one post of Food Analyst in the Level 11 of the Pay Matrix of Rs.
67,700-2,08,700/-) under the 7th CPC, Pay Band-3 (Rs. 15600-39100/-) with a grade pay
of Rs. 6600/- (pre-revised) in the Department of Food Safety, Govt. of NCT Of Delhi. The
post is to be filled up by Composite method (Deputation plus Promotion].
Educational Qualification
(i) Holds Master Degree in Chemistry or Bio-Chemistry or Micro-Biology or Dairy Chemistry or Food Technology, Food and Nutrition or holds Bachelor of Technology in Dairy/Oil or holds degree in Veterinary Sciences from a University established in India by Law or is an associate of Institution of Chemist (India) by examination in the section of Food Analysis conducted by The Institution of Chemist (India) and has not less than five years experience in the analysis of Food;
(ii) Has been declared qualified for appointment as a Food Analyst by a Board appointed and notified by the Authority.
Period of deputation including period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or some other organization/
department of the Central Govt. shall ordinarily not exceed four years. The
maximum age limit for appointment by deputation shall be not exceeding 56
years as on the closing date of the receipt of applications.
Departmental candidate
The Departmental Deputy Food Analyst with 7 years regular service in PB-2,
Rs. 9300-34800 (pre-revised) plus Grade pay Rs. 4600/- will also be considered
along with the outsiders and in case he/she is selected for appointment to the
post, the same shall be deemed to have been filled by promotion.
Note: The departmental officers in the feeder category who are in the direct line
of promotion will not be eligible for consideration for appointment on
deputation; similarly, deputationist shall not be eligible for consideration for
appointment by promotion.
Nature of duties
As per section 2.1.4 of the Food Safety and Standards Rules 2011, the duties
of Food Analyst is as below:-
(i) The Food Analyst shall analyze or cause to be analyzed the article of food sent
to him for analysis. In analyzing the article of food, the Food Analyst shall
follow such instructions and shall adhere to such procedure as adopted by the
Food Authority from time-to-time. The report of analyst shall be signed by the
Food Analyst.
(ii) After completion of analysis of article of food, the Food Analyst shall send his
report to the Designated Officer, the purchaser of article of food, as the case
may be, in Form-VIIA.
Note: – The crucial date for determining eligibility will be 01.01.2025.
(1) The terms and conditions of the service of the officer selected for appointment
to the post of Food Analyst in the Department of Food Safety, Govt. of NCT of
Delhi on Composite method (Deputation plus Promotion) shall be regulated in
terms of the statutory rules notified in this regard, if any, and in the absence of
such statutory rules, in terms of the existing instructions issued on the matter bytime to time.
(2) Applications of interested and eligible officers, who could be-spared in the
event of their selection may be sent through proper channel in the prescribed
profroma (Annexure—I) (in duplicate) along with their last 5-years’ Annual Performance Appraisal Reports so as to reach the Head of Office, Food Safety, 8th Floor Mayur Bhawan, Connaught Place, New Delhi-110001, within sixty (60) days from the date of publication of this advertisement in the newspapers. Applications received after the due date or found incomplete shall not be considered and shall be summarily rejected.
While forwarding the application, the sponsoring organization should verify and
certify that the particulars furnished by the applicant are correct. The following
information/documents also need to be sent along with the application:
(i) Cadre Clearance;
(ii) Vigilance Clearance keeping in view the instructions contained in DoP&T’s
O.M.s No.14017/101/91-Estt.(RR) dated: 14.07.1993 and No.11012/11/2007-
Estt. (A) dated 14.12.2007;
(iii) Integrity Certificate;
(iv) Major/Minor Penalty Statement imposed during the last 10 years; and
(v) Photocopies of the APARs of last 5 – years duly attested of each page by an
officer not below the rank of Under Secretary in the Govt. of India.
(3) Applications not in the prescribed proforma and/or not accompanied by cadre
clearance, vigilance clearance, integrity certificate, details of major/minor penalties
imposed during the last 10-years and up to date APARs dossiers for the last 5 years
duly attested on each page are liable to be rejected summarily.
