In a key step towards climate-resilient agriculture, the Government of Andhra Pradesh and the United Nations World Food Programme (WFP) have signed a Letter of Understanding (LoU) for the regional project Adaptation for Resilience (ADAPT4R). The agreement was formalized on April 15, 2025, in Amaravati, with the aim of supporting smallholder farmers—especially women and vulnerable communities—against the growing challenges of climate change.
A Regional Approach to Climate Challenges
The ADAPT4R project, funded by the Adaptation Fund, is being rolled out across three Indian states—Andhra Pradesh, Odisha, and Tamil Nadu—as well as in Sri Lanka. It focuses on helping vulnerable farming communities develop localised climate adaptation plans and improve food security through diversified and resilient livelihoods.
In Andhra Pradesh, the project will be implemented in YSR Kadapa district in collaboration with the State Agriculture Department and Rythu Sadhikaraka Samsta (RYSS) as the implementing agency.
Strengthening Smallholder Resilience
The five-year initiative seeks to:
- Enhance adaptive capacity and climate resilience of smallholder farmers
- Focus on inclusive solutions, especially for women farmers
- Develop grassroots-level climate services and advisories
- Promote sustainable and diversified farming methods
Budithi Rajasekhar, Ex-Officio Special Chief Secretary of Agriculture, emphasized that the collaboration aligns with the state’s broader climate goals. Elisabeth Faure, Country Director for WFP India, noted that the initiative would “equip farmers with the knowledge and tools to adapt and thrive under changing climate conditions.”
Fostering Regional Learning
The project also aims to position Andhra Pradesh as a hub for regional learning on climate adaptation in agriculture. With a focus on improving grassroots accessibility to climate services, the initiative is expected to generate valuable insights for broader policy-making and implementation.
